Dominican consulates have no single booking portal. Each office runs its own calendar, usually by phone or email, so the first step is working out which one is yours.
And before anything else: booking is free. No Dominican office recognizes intermediaries who charge to get you a slot.

When the calendar is full, try the other channel: if you wrote, call; if you called, write. And check whether an annex office works for you, since they usually have shorter lines than the consulate general.
