Dominican birth certificate: how to request it from abroad

Birth Certificate En
Dominican records are issued by the Central Electoral Board. The consulate translates and legalizes them, it does not issue them.

The Dominican birth certificate blocks more other procedures than any other document, starting with the passport. And the consulate does not issue it either: it comes from the Central Electoral Board.

Which one works and which does not

For a passport you need a certificate legalized or barcoded and issued from 2014 onwards. Older ones have to be reissued, and that is the step people discover once they are at the counter.

A certificate issued by a Central Electoral Board office in the United States also works, which saves requesting it on the island.

The acta inextensa

Many procedures, particularly those heading abroad, ask for the acta inextensa, the full version. When the consulate has to translate or legalize a Dominican record, this is usually the one it needs.

Certificates for people born in the United States

If the document is American, the route is different: it comes from the state or county civil registry. In New York City, for example, certificates for the five boroughs come from the Health Department's Division of Vital Records.

And if that document is going to be used in the Dominican Republic, you have to request it in long form with an exemplification letter and state that it is for an apostille.

What the consulate does with a certificate

It translates it and legalizes signatures, but it does not issue it. These are separate services and it is worth not mixing them up when booking.

Registering a new birth

Registering the birth of a Dominican couple's child born in the United States is a different matter. That one is consular, and it has its own guide.

How long it takes and what it costs

It depends where you ask. A JCE office in the United States usually resolves it on the spot or within days; requesting it from the island takes longer. Fees are set by the Central Electoral Board and it is worth checking its portal before traveling.

Errors on the certificate

If the certificate carries an error, a misspelt name, a wrong date, a surname that does not match the parents', it has to be corrected before using it for anything. The correction is done at the Central Electoral Board and, depending on the case, it may need a court.

That delays a passport by months, and it is why the certificate is worth reading carefully the day it reaches you, not the morning of the appointment.

When there is no certificate

Some Dominicans were never registered at birth. There the route is not requesting the certificate but making a late birth registration, a separate and considerably longer procedure.

If that is your case, ask at the consulate or the nearest JCE office before gathering anything: requirements change with age and with whether witnesses are available.

Certificates older than 2014 do not work for a passport: they have to be reissued.
